16 snow tires

Hello all,
When I went to Ruapehu a few years ago, if you had a 4wd you didn’t need snow chains, if you didn’t you had to hire them for your 2wd car. Do you know if this applies to Cardrona? I’ve heard a rumour that if they require them of you, you need to use them irrespective of whether your car is a 4wd or not.

I am going to buy a windshield for my 2006 vtx 1800n spec 2 motorcycle, but need to know if my bike has covered or exposed forks. Any help is greatly appreciated!
