What is the name of this big bird that looks like hes indian dressed?

It’s related to the indian culture somehow, it looks like hes dressed up in pants and all feathered out on his feet. He’s big,i seen him at the zoo. But cant remember what the name is. He’s either in the tucan family or vulture family. Anyone an expert in birds?? please help, im just curious.
